Re - 'bugaboo' - you are bloody close!! Your interpretation is totally valid but, In fact...

The song was inspired by a very specific event and essentially 'bugaboo' is a protest song disguised as a pop song. The lyrics refer to the treatment of prisoners of war in a certain institution at a certain time - as revealed by a single newspaper photograph ‘featuring’ a female GI. The line - “Pile ‘em high little country girl” may give you a clue! The sexual innuendo of the female voice alludes to the nature of the humiliation. And bugaboo is…USA ("his big fire eyes will eat you up"). So yep...very close indeed.
